The Tax Cuts and Jobs Act affected millions of individual taxpayers and tax preparers, partly due to the new withholding tables. However, the tables did not account for certain factors, which made it difficult for some individuals to accurately calculate their 2018 tax liability, causing some to under-withhold their taxes.
