The state of Rhode Island requires by law that all residents have “qualifying health coverage” throughout the year. Some individual may qualify for an exemption. However, if you or your family do not have either coverage or an exemption, you may receive a penalty (called the “shared responsibility payment”) when you file your Rhode Island personal income tax return.
The Health Coverage Mandate was enacted on July 5, 2019 and took effect on January 1, 2020.

- Your spouse’s health insurance carrier
- Health Insurance Carrier directly
- A health plan purchased through HealthSource RI, the state’s health exchange.
